Callao Salvaje Beach updates

I think they're generally awarded to those who'll take over the contract for the largest sum to the ayuntamiento.

That is what one would assume on a busy beach. But Callao, with its 40 or 50 people a day, and a fair proportion of Spanish, that take there own drinks, and food to the beach and would also never pay for sunbeds. Plus wages for a lifeguard, it surely cannot work. And any business person would surely be aware of this. That's why I thought it may work differently.

Thing is, it's the Ayto that awards the contract ... and then the contractor makes what it can of it. The telling point would be if the council didn't get any tenders, or only got those whicih were under its starting limit ...
