Can someone please tell me the present percentage rate for Capital Gains Tax in Spain/Tenerife.

It's a complicated calculation these days, but assume 21% on any taxable profit. What is probably more relevant, however, is that fiscal non-residents, before anything, have 3% retained from any proceeds at notary. That will be held by the Hacienda against the day any outstanding taxes are settled. Any refund due will be made at that point.

So, your real immediate calculation for what a seller walks out of notary with is: sale price less 3%, also less plusvalia, also less any chargeable debts on a property.
