They tried to. There's a coin mechanism on the smoking area door but if you're 'in the know', you knock the door and someone will let you in.

If it's got a door that means it's enclosed on all four sides which I thought meant you couldn't smoke 

At LGW the smoking area is simply an area between two concrete posts with some bins and some 'smoking area' signs.

This is basically a wire cage attached to the side of the building and is actually in Departures.
