This is the new Spanish laws thread.  Post the news and your views when you find a new law.  One thing about Spain, we will never lack for new laws!

Today I found Barcelona declares war on pet owners in the Telegraph.

Great news!  How caring and sharing.  Barcelona residents will be overjoyed to learn that people caught feeding pigeons in public parks and those leaving food out for stray cats with be hit with penalties of €750.  And

Fabulous!  They are carrying on the revered tradition of disproportionate fines.  What heroes.

There is one dissenting voice however which I must present to bring balance to this post.

Take into account that you probably get a 50% discount if you pay promptly (so you can't appeal against the fine, or run the risk of having to pay it all if you lose an appeal) then the fines to me are not excessively disproportionate.

I have noticed that a great deal of emphasis is placed on financial penalty's in Spain. Which is of course good for only one section of the population, the rich. But I suppose thats no diffrent than many other countries. :undecided:
