So you can arrested by a security guard if he or she thinks you are doing something illegal (like having thick lips or looking like a socialist) even when the offence is not connected with their specific guard duty.

I'll tell you what, if one of them came for me, I would resist 'arrest' in the most vehement way.

They like giving jumped up little thugs authority round here, don't they?  It's like school prefects all over again - give the bullies licence to be even more dangerous.

In the UK all people have a power of arrest. The difference between a constable and a citizens power is not as great as one would imagine.
But for some reason I find this disturbing. Spain already had a massive amount of under employed police officers as compaired to the UK. Now they want to add to this group.
